i make a stair with a customized baluster panel from sketchup .but as you see in the pic. the undersibe edge of the panel is not parallel to the slope of the stair.how can i make them parallel?

Open the Railing Properties - Edit Baluster Placement. Set the baluster panels Base and Top to Host with offset and the top Rail with offset respectively.

Anyway it can't accomplish the result i want.maybe i must understand the dimensions marked in the following picture ......

yes those dimensions are important to what you are trying to do. You must build your 'panel' ans a baluster family, and attach the top and bottoms to these angled planes. These planes control how the balusters get cut depending on the angle of the stair.

So in reality, if you are building a retangular balluster (glass panel) when you build the family you actually model it at an angle based on those ref. planes? - I am confused now.

Build this using the Baluster-Panel.rft family template. If you examine the stock baluster panel family Baluster Panel - Glass.rfa you'll see how it was built. The angled ref planes and angle parameters are how Revit is able to use the same baluster panel in a stair or horizontal railing run.
