I have a user that I load our custom menu for and when he opens up autocad the menu is gone.
I added the server location to his profile. I can not figure out how to get the new menu to stick
so he does not have to re-load every time he opens AutoCAD.

Make sure that he has a workspace active and that its settings are set to save changes automatically.

Rather than automatic leave as manual its safer but choose workspace, save and pick correct workspace name this will force a update. Leaving as automatic means you are giving them a real opportunity to really screw it up. Every user with me has their own workspace so they can make changes but not screw up the corporate settings. A few minutes setting it up with them is well worthwhile, if screwed exit and just start again.

Thanks for the info. However the user does have an active workspace and it is set to Automatically save. Still the menu does not stay loaded. I have the support path pointing to the server location as well.

The presence of the folder containing the menu being in the support file search path is a non-issue. Don't worry about that.

So....are you saying that when he shuts down and restarts AutoCAD, the menu file is UNLOADED? Or... is the ribbon tab, or pull down menu (or whatever GUI element you're using) just not visible?
"gone" could mean either thing.

The menu is no longer loaded after shutting down autocad and restarting. The user need to do a menuload and re-load the menu each time.

I have not heard of that before, but here is a similar problem (although related to 2014 and 2016) but the solution of doing a SaveAs in the CUI may be worth a try.

Keep in mind that with Workspaces set to save when switching Workspaces in Workspace Settings they will not be saved unless the Workspace is switched before closing AutoCAD. As BIG-AL said that isn't the best way to manage your Workspaces.
