I have tried to edit a ribbon tab and when I save/ apply and close it does not show up in ribbon. If I return to CUI it is there but not is drawing space.

Did you add the Ribbon Tab to your active Workspace?

What are the Ribbon Tab's settings?

Yes I did add it to my current work space, Tab settings should be standard I have not adjusted those. But for some reason today it decided to accept the changes I made yesterday. And I did not even have to restart?

More often than not, the adding of something to the Workspace performs as expected... However, Workspaces sometimes need to be reloaded to see the changes, especially when there's a large amount of UI to display (which may not apply to your situation; just something I've seen in my own work).
