floor height tag in reflected ceiling plan

I would like to know if there is or can be created a floor tag that resembles a ceiling tag that measures the height of the bottom of the floor in the reflected ceiling plan?

You can make a Spot Elevation Tag and set it to show the elevation from Level. You'll probably want to change the OOTB look of it.
