Crop regions won't move?

What makes crop regions uneditable?
Part of one of my view is getting cut off by the crop region and, when I select it, there are no grips to move it.
Most of my other views are able to be moved but this one is not. What controls this?

No I figured it out. It was controlled by a scope box which wasn't showing. I moved the scope box border and all is ok now.
