Any suggestions or hand-on recommendations for an ftp replacement?
Basecamp is external, and pricy, 360 is not self-hosted. I've used Documentum eRoom in the past, but that doesn't seem to be in the cards at this outfit.
Easy to manage, resonably secure, able to host and share files, and decent reporting capabilities. Something that won't freak out a corporate IT group....
suggestions?

Sharepoint - it likely came with your Office ProPlus, or O365 subscription, supports project-based email account(s) - which can be shared amongst project team members without using rules for duplicate messages, with the same ability to 'send as' or 'on behalf of', internal vs external file/folder sharing, can be culled for statistics, utilizes existing Enterprise Active Directory/Exchange, and allows the invitation of 3rd parties (with the ability to revoke same at will).m

I agree with the Sharepoint suggestion. I will also suggest (if internet based is not a deal breaker) Box.com. The price is reasonable, it's secure, and it's easy to manage. But Sharepoint is the way to go internally hosted.

argh... I'm looking for a packaged solution, not a toolkit to build one out of. And preferably one that can be independent of and segregated from the corporate network.
Sharepoint is a little closer to a solution, but it's a box of parts, not a running car. And putting confidential data on someone else's server, under their control, with no liability/responsibility on their part, is ALWAYS a deal breaker.

Going down this road now. We already use SharePoint for File management, to include drawings, and now I am spearheading using OneDrive for projects. First need to hear from our legal staff, but the engineers are starting to sprout similar solutions without standards.

No, I have not... I do however use Syncovery (https://www.syncovery.com/), for both daily backups to external drive, as well as real-time sync (for CYA when user deletes file(s)/folder(s) during work day.
It's less than $200 for a license which allows me to sync data across multiple server nodes, schedule tasks via Service (I'm running Windows Server 2012 R2 on 3 physical servers, and 4 Hyper-V virtual servers).
The owner / developer responds in minutes when you need assistance, and Dell's own (acquired) AppAssure comes close to the level of control, despite being +/- 100 times more costly.

Well, there's a corporate data center, so having a server (virtual or otherwise) that's in _our_ data center, but not part of the internal network is do-able.

That's simple enough to do via child domain, or simple VLAN specification at the switch, no (once the host is setup\published, of course)?
For external access to/from your 'detached' server, the VLAN specs will allow incoming/outgoing traffic. Installing the IIS role +/- RD Web Access, or Direct Access (Windows Server in your DC?) provides any web/enhanced VPN tunneling (for domain-joined client) access you'd need.

Anyone have any experience with Autodesk's Vault Professional? I know that it does much more than just file storage/management, but from everything I've seen its pretty great.

We are using eQuorum's ImageSite that allows exactly what you are looking for. Internal hosted, very controlled outside access, secure, good company to work with.

"Pydio" is an opensource/freeware and platform independent file sharing server based on php/mysql. We use it mainly for inside revision tracking and outside file sharing. It is running on a virtual machine in one of our servers. Our primary usage is through web and smartphone clients. It can also connect and interface other servers like ftp, webdav, etc...
