Starting elevation of Topography Contour Labels

I've got a problem that I cant seem to solve. I have once-per-meter Contour Labels, but why does it start at 500 mm instead of 0 mm? All my primary contours are something-and-a-half - which is not what I want. Below are the settings I'm using.
