Project Browser and Properties bar not in the correct place

My Project Browser and Properties bar is no longer snapped in to left side of my screen. Every time I try to snap it in, it takes up the whole top half of the screen. This happens often and I've been able to snap it back into place with some difficulty. Now it's just imposssible. It's just floating to the side of the screen and I have to move it every once in a while to get at the tools.

Any ideas what i could be getting wrong?

The trick is that the box snaps to the location of the cursor, not the box's edge.
