Viewport objects do not scale properly

The printed floor plans of my project do not measure to the correct scale. Actually, to no scale at all. For instance, a 28' wall in the model prints as 20'-3". Both the sheet and view properties are set to 1/4" = 1'-0". How is this possible? What can I do get my plans scaled correctly? Any info helps.

In the print setup dialog box, make sure zoom is set to zoom:100%.
