Site pads don't work with phases

I created a pad in the existing topography to add an addition to a residence in a new construction phase. Why does it show up on the EXISTING phase? This messes up my existing site & plan drawings. Particularly important because I have critical coverage drawings for the govt.

Never mind. I just copied and pasted the existing site back into the same place in the new phase. Demolished the existing site and added a pad to the new topography.
