Block Insert Issue- AutoCAD 2014 MEP

I have a computer that when I insert a block that has been saved in the drawing it inserts all distorted.
I can insert the block from the Design Center and it inserts just fine.
It is not a drawing issue because the Blocks can be inserted just fine on other computers.
Any ideas?
This computer uses East Coast CAD if you think that might have something to do with it?

We have solved this issue.
We overlooked a default setting in the dwgunits.
