is anyone else having this? my topos are high by an inch.

Make sure Project Base Point is at 0'-0".

that fixed the spot elevations (thank you!) but didn't affect the topo...

Is your finished floor elevation 1 inch above or below a whole foot elevation value? If so, then you probably need to go to Site Settings and change "Passing Through Elevation" to whatever elevation below finished floor will make your topo show correctly.
For example I have a building with the finished floor as 396.80' above sea level. In the topo spot elevations the finished floor is at 0.0'. To get the proper contours with a major contour at 390, 395, 400 and so on, I changed the site settings to Pass Through Elevation -1.8' (this puts a major contour at the 395 elevation), and I set the Additional Contours to start at -21.8' since my survey doesn't go more than 20 feet below my building finished floor.
On another building my finished floor is 100.5'. In site settings I have Additional Contours set to start at -99.5', and Passing Through Elevation is set to -0.5' which sets the 100' contour line as a major contour, with every 5 feet above or below that also being a major contour.
