Phase mapping button grayed out??

I have a consultant who linked in my file, and apparently in his plan views he can see everything in my model, including existing, demolished, and new construction elements. I was going to suggest checking the Phase Mapping settings, but he said the Phase Mapping Edit button is grayed out. Why would that happen? I've tried Google searching the issue but can't find anything related. Am I the first person to see this problem? I cannot replicate it on my end, even using a blank file and the version of our file that the consultant is using (downloaded from ShareFile).

A view template is assigned to the view and is controlling the phase mapping.
