move 'rooms' between phases

is it possible to change the rooms and tags from i.e. 'new construction' phase to 'phase 1' ?
if so, how?

just cut the room, change the phase and past to align with view.

No, you can't have the same Room Object in multiple phases. You can cut or copy an paste into a new view. Rooms take on the phase of what ever view they are placed in.
