PLACING ROOMS WITH ERROR MESSAGE ABOUT ADJUSTING LIMITS Options

I have a co-worker who is trying to place rooms in his model and he keeps getting a message saying "A Room's Upper Limit must be above its Base Level." I have never encountered this message before. I am attaching a screen shot of the message

When you are placing a room (room command selected, before placement) you can define the height of the room either relative to the placement level or relative to another level. If this was set once incorrectly, the next time a user tries to place a room, I think Revit keeps the previous settings.

Also, have you tried the "Adjust Limits..." button in the error dialog box you show in the screenshot?
