Can I move the UCS origin in a block?

UCS Command is not allowed in block editing mode. You can only change base point of the block with BPARAMETER Command from inside the block editor.

You can not edit the basepoint in bedit that is true but you can if you open it as a drawing. Enter base on command line and enter x,y,z coordinate.
