Design Options - levels

Got a scenario that I'm not sure if it's possible.
base model - parking garage on ground level with 1st, 2nd thru 4th.
design option - parking garage on ground level and 2nd level with 1st, 2nd thru 4th.

is it possible to insert a level in between the base model levels?

You can add the level, but I'm not sure you can add the level as a design option.
A phase might work better for a situation like that.
Just a thought.
