is it possible to create a curtain wall panel by using a window family (i.e. take an existing curtain wall with 2 system panels and replace the panels with DH)?

Not possible. Windows and curtain panels belong to different object categories. The closest you can get (and not something I would suggest as a long term strategy) is to use a wall type as a replacement for the curtain panels and then host the window in the wall. The window would be sized to essentially 'consume' the host wall.

I thought about that but didnt.
any way to mull the windows? i figured using the curtain wall as a mulled system.
maybe creating a another window and nest the 2 windows to create 1 single unit with double DH?

Sure you do what you want, but here's the kicker.
As mentioned aboove you need to replace the Glass panel in the curtain wall with a basic wall (I do this all the time to host doors in curtain walls), then host the window in the wall.
Option B would be to create a curtain panel that mimics a double hung window.
Either way would work. First option lets you schedule the window as a window. Option B doesn't.
After reading the post a little more and thinking about it, if you're going for graphical, I'd make a curtain wall panel that looks like a DH window.
This should work as long as you don't need to schedule the size. If you go with the nesting option you'll need to modify your DH family so the opening cut of the void is 1/32" smaller than the window. If you cut the entire wall, you won't have anything to host to.
