water material issue

Hi all, have had this issue both in 2016 and 2017 where water gets this artefact that looks like a join through it. have had the same issue on 2 completely different workstations. also appears in the material browser and for all water types except for the reflection pool. Any ideas?

If I had to take a guess it's having a hard time trying to make that seem in the bump material.
Just a thought.
