Does anyone know what that three-dimensional View box with the ring of cardinal directions is called? Any way, what I really want to know is when you click on various corners edges and faces of that box, your model rotates to Display that orientation. Does anyone know what Point the model is rotating about?

Called the "view cube" Or "ViewCube" I believe,

Rotated about your "project base point" I think but not sure.

Thanks. Yeah that makes sense to me too, but is definitely not rotating about that. So I've linked a topo file into my building file, in the site point as located by the surveyor it Is 5000 feet away. So it seems to be rotating about some point somewhere in between the building/topo and the site point. But why?

It will rotate around the center of whatever is visible in the view. If you want to control it use a section box in a 3 D view and pull it into your building extents.
Sidebar, if you are manually rotating a large project if you select an object before rotating it will use the selected object as the center of rotation.
