I have tagged my lights on the first floor RCP and even though the second is not seen at all, it is still tagging the second floor lights. What am I doing wrong?

Are the lights that show up on the 2nd floor hosted to the first floor ceiling and offset? (check in the properties dialog box)
What's the view range of your RCP? Is the 2nd floor included in that range?
Just some thoughts.
