Horizontal scrollbar on the layers toolbar

...lost the horizontal scrollbar (for the layer properties) on the layers toolbar, scrollbar for filters is still there.
I performed Control Panel -> Repair, I suppose I need to go one step further and ->Reinstall

anybody experience this quirk?

Is it possible that all the information fits within the layer properties window without the need for scrolling?

Actually this is a funny little quirk that can happen.
The funny little way to fix it is to optimize all columns, sort of like how it works in excel, and then the palette resets itself. (Right click on column header, see attached image)
You can resize any columns afterward. This has solved the problem without it coming back the couple of times I have come across this.
