My office that I am working at is starting to get a reoccurring request from clients/towns/contractors. They want our direct CAD file. Town's want it for their GIS systems but if the town has it, it then becomes public information and anybody with a thumb-drive would be able to go to the Town Hall and request the CAD files of the entire town that they have. Any other surveyor or contractor can take this information and build/construct off of it. Contractor's are requesting it for a lot of them having the GPS guided machinery that needs a CAD file to go off of. Either way, we use out on layout from our own survey department.

One option that I have seen in the past (mid 2000s) is where there is a way to explode everything in your file into millions and millions of points. But to the natural eye, it still all looks like linework. But if you zoom in far enough or try to select a line/node, it cannot be modified. I tried some quick searching on this, but have come up empty so far.

Does anybody know what I am talking about and can help, or is this something I must have daydreamed about one day and does not really exist in today's world.

So you don't believe someone who pays you to create something for you is entitled to it? While most information from government agencies is public information any surveyor would be risking their license signing their name to work they never performed.

There's two big questions to be answered: what does the contract say for deliverables (Format? Content?)? And how much risk are you willing to take on, when someone gets one of your "protected" files that is useless without you (and what happens if your business folds?)?
