Am I missing something basic here?

If I have a roof and want to test different roof assembly thicknesses, the roof moves up with additional thicknesses. Whereas I want the top layer to stay put.

Roofs are built from the bottom up, floors are built from the top down. That's why it moves when you change thicknesses.
