visibility issue with view and view on sheet

I am having some visibility issues with views and said views on sheets. an example is I have a view with a fill region that has transparency to it. it looks transparent in the view. once I place the view on the sheet it loses its transparency. anyone have this happen and if so what was the fix?

How does it print?

I've had similar issues over the years and have been able to get them solved by updating my graphics drivers.
