Short of creating a new fill material from the old one with a different scale, is there a way to just change the scale of a pattern in an existing fill pattern,
It's always greyed out and unavailable to edit.
Referring to the "earth" pattern in this case.
I don't know where the default location is for the pat files and I'm sure I could just find it and create a new fill definition but it would be so much easier if I cold just change the scale.

The only way I have found to rescale a complex hatch pattern is to do it upon import. Here is where I found the EARTH hatch pattern on my machine: C:\Autodesk\WI\Autodesk Building Design Suite Premium 2018\x64\en-US\acad\AcadPS\Program Files\Root\UserDataCache\Support\acad.pat. Select the EARTH pattern from that file, and change the import scale to what you want it to be. Personally, I think the OOTB Earth hatch pattern is ugly, so I use a different one.

The HatchKit Add-In for Revit (http://www.hatchkit.com.au/files/file/hatchkitaddinforrevit.zip)can rescale any fill or create a rescaled copy of it directly within a project without reloading from any external .PAT file.

HatchKit is probably a great add-in. But if you only need to scale the pattern then as Dean mentions it's easy to do on import by changing the import scale. But before you do that you have to export the pattern (pat file). Y oucan do this by exporting a Revit view which shows the pattern to the DWG format. It will create all the pat files, and then delete them. You can recover the deleted pat files with a simple undelete program like Recuva from Pirisoft ( https://www.piriform.com/recuva )
