object snap - "The object is an external reference" message

"The object is an external reference"
I keep getting this message on the command line when drafting, my object snap is on and my cursor passes over object in the xref. Autocad version is Autocad MEP 2018.0.2.

Any idea what setting is causing this as it seems to be slowing down my work.

I think I found the setting. I turned off "Dynamic UCS" and the issue went away.
