Section head - rotate with component parameter

Does anybody know what the circled parameter in the attachmant does. I have switched it back and forth, but I don't see any change in the behavior of the section head. Any insight would be appreciated.

If you use the standard section heads you will see that the horizontal bar that separates the section number from the drawing sheet reference will stay parallel with the section. Draw a section vertically up the view and look at this on a sheet, then start playing with that parameter. You should find the text will either remain horizontal or follow the section line as you change it.
