Topography reaching Basement 1,but not upto basement 3

The topography is not reaching up to basement 3
It did when I first created it and now it is not.
I erased all "building pad so nothing is cutting the topo"
what would be the solution?

Visit Site Settings > adjust the parameter: Elevation of poche depth
