Revit template / library file locations cannot be preserved

after I set locations in Options, next Revit session won't preserve that location, any reason and/or fix? thanks

When I see that it usually means you don't have change permission to the folder the info is stored in. It also might be that "something" is run first when Revit is launched that resets the path information.
