My Stations are not displaying in plan view

Civil 3D 2018

I have a plan and profile layout. The stations are not showing up in the plan view viewport. Scale 1:30

I have 2 inset viewport (scale 1:10) and they do show up in those view ports

I have changed the text size to various heights (regen each time) - no help.

I confirmed that visibility is to True

any ideas?

possibly viewport layers are set differently

When selecting the viewport, is the Viewport Type set to "Plan", "Profile", "Section", or "Undefined" as shown on the properties palette in Viewport group near the bottom of the palette. This may cause plan style elements to not show in viewports.

Alignment labels should annotate size automatically, I would check the layers remember that Civil3D objects can have nested layers so it can have 3 or 4 layers assigned to those labels and if anyone one of those layers is froze in that viewport it won't show
