Move Parcel to different Site

I am trying to move my Open Space Lots to a new Site.

It took lots that I did not select to the new Site and deleted the rest.

Am I doing something wrong or is this a bug in Civ 3D 2023?

Can you explain your need to have the open space placed in a separate site? As parcels reside in sites, moving the open space parcel to another site will remove parcel segments of adjacent parcels. The adjacent parcels will need to have their common parcel segments recreated between the open space and the adjacent parcel.

Pupose was for managing numbers and names. I can live with them on same site now that I remember what I use to do and that was to change the name. I.E. Open Space and ROW and Lots.

This brings a new question. How can I change the settings of the Parcel Properties to uncheck "Use name template in parcel style"?

The default locks the parcel name.
