Is there a setting in options that controls the buttons as large or small?

Not specifically. But if you right click on a program's shortcut and select properties, you can click on the compatibility tab and there is a button at the bottom called (1) Change High DPI Settings. In the next dialog, click the (2) checkbox and change the default from Application to (3) System. Now when you change the system's Display settings, the program will respond to the scale setting.
