If I create a border template using project and sheet set fields, what happens when I send the drawing files to my engineers or clients that are using straight AutoCad? Do the fields retain their data read from my Project Navigator and Sheet Set?

Not sure. If you do an export to acad it should work, but haven't the time to test it myself. Why not try setting up a few sheets & try different scenarios bringing it into acad?

I have never had to deal with this, but my understanding is that the fields will retain their last values [but will not update], showing up as text inside whatever container [mtext, attribute, etc] they were it. They will even survive a round trip back to you in ADT, as updatable fields, provided that the AutoCAD user does not try to edit them. You should test this before relying on it, to be certain there are no extenuating circumstances.
