TOPO Examples

I have a acad drawing of our cities water and sanitary system with a Access Data base link to all of the Polylines that represent the pipes. I am wanting to create a network topo to do an analysis of the system. My question is, are there any places that has examples of systems like I'm wanting to build?

If you check out Pickens County in South Carolina, they have a GIS system set up with all of their underground utilities as well as cell towers
