Tool Palette Updating

Hi-
I have set up a tool palette in ACAD2006 with lots of groups that is in a centralized location. It shows up for everyone in the exact same way. I'd like to know how to create a new tool palette group, place it in the centralized location and have it show up for everyone. I've made a group, placed one object on it and then exported the group file to the centralized location. When I start up ACAD2006 in a different location, the new group doesn't show up. Any ideas?

It would also be nice if tool palletes updated themselves. From what I see, the only way to get a toolpallete to show newly added blocks, is to delete and regenerate the tab. So if a coworker adds a block, you may never get to see it unless you rebuild your palletes.
