Where are my locks??

I'm sure that this is an easy fix but i haven't been able to figure it out.

When i'm in a certain view and align objects the lock doesn't show up. I don't know what controls it's visibility.

If you go to view graphics you can turn the visibility of "constraints" on or off.

I actually can pin the object but the problem is that the lock symbol is not visible (see attachment)
certain views are not showing this symbol immediately after aligning. I had to go to a different view to create this screenshot.
