Why does Revit do this when I call for the exterior material to wrap at inserts? (see attached image)

Why doesn't it just wrap TO the boundary of the core material instead of taking this chunk out of the core?

Check the door family. It's possible that it contains a "wall closure" reference plane that is pulling the wall materials further inboard that you want. This thread (http://forums.augi.com/showthread.php?t=8923) might help explain what's happening in greater detail.

No...none of the reference planes correspond to what I am seeing within the project. None of them are defined as a "wall closure" plane.
I always assumed the wrapping to return back to the core boundary, but it seems to be going past it 13/16" and none of the dimensions within the family correspond to this 13/16" discrepancy.

Could you attach the problem file so we can have a look at it?

Its going to the center of the wall, edit the family and create a ref plane at the location you want the wrap to stop at. HIghlight that ref plane and under its properties select the wrap option.

Thanks...it works...but it seems like "wrap exterior" should wrap just the exterior finish to the face of core. Why would it be any other way?

You may have a stucco finish with your window inset much more than just to the face of core, this allows for flexibility.
