I seem to have a hard time attatching walls to the wall above. What are the basic requirements to do this.

draw thw wall between levels
so they where controled by the level value

It is usually preferable to draw the wall from the bottom of the wall to the top as one wall...not to break it at each level.

What do you do when you have foundation walls different from exterior upper walls. Do all the levels move at the same time when you drag one wall.

You can lock the foundation wall to move with the different wall above. For example, you can align the outside of the foundation wall to the loc line at the outside face of core on your wood stud wall above. I use grid lines or reference plances to do this usually.
