Repeating Details with Annotations

Experiencing an issue. Trying to create a repeating detail 'line' that shows an exit travel path direction. Need the arrowhead to remain the same size no matter the view scale. Created a detail component with a nested annotation arrowhead. Place in project - works great as a stand-alone detail component but arrowhead disappears when used in repeating detail. What am I doing wrong?

Why not just use a filled region as the arrow head that seems to work

Brad, it seems as though the nested detail is the problem. I got rid of it and just did a filled region in the family. It works.

Yes but, doesn't the filled region scale with the scale of the view? I need the arrowhead to act like an arrowhead. It needs to be the same size no matter what scale it is inserted into. This, I thought was the job of annotations. Am I missing something? I have overlooked checkboxes before :-)
