Bring to Front, foreward-backward

This one is driving me nuts. It worked fine on 10 other elevations.
I'm importing kitchen equipment info (dwg) on top of my revit interior elevations.
the first 10 times I did this it worked, I highlight the dwg elev and an option
pops up on 'OPTIONS BAR' that says 'bring to front' etc and and pull down
that has the option of 'forward' or backward'.
Now on this particular elev that option has disappeared.
What do I need to do to get that back?

I am only speculating but there are a couple of things that I would try.

1. Did you link the drawing instead of import?
2. What are the view settings? Is far clip active?

1. yes, I linked
2. far clip is NOT checked

LInked drawings can't be brought to front or back. has to be current view only.
