Please have a look at the attached jpg's. Can someone give the "Cliff Notes" solution to this?

It looks like the array is picking up the offset dimension of the first object and offseting each copy by that amount. Try unlocking the dimension then arraying the object.

I gave your suggestion a try but was unsuccessful. It appears instead to arrange or align the children in the array from the parent to the last child in the run AFTER change of wall thickness.
For the moment, I'm using multiple aligns w/lock. But that's pretty tedious with more than a dozen pickets. Oh, well.

Try this. It's been discussed here before.
Create a family of the individual picket, defining the geometric & parametric extents with reference planes & lock the solid's extents to the planes.
Save this family, & then load it into your fence family. Place the picket on your fence, & set the picket's length & other parameters equal to the fence's appropriate parameters by selecting the picket, go to properties/edit, and use the =button at the end of each parameter to match it with the corresponding fence parameter.
Array it & lock the array's endpoint to the endpoint of your fence.
Now flex it, & if your living right, it'll work.
