I have several custom steel brackets that support a canopy, which I made families for, and now I have created a legend view so that I can detail and dimension each bracket. The problem is that dimensions don't seem to be able to snap to corner and endpoints of objects. Is this yet another bug of legend views (in addition to not being able to use the trim tool for lines in legend views)?

If you are using RB 8 ( which I think you are ) then you can dimension to references in families for legend components.
So if you're having problems, it could be that you do not have references in the family allowing you to dimension to these points.

You mean like reference planes? I didn't use any other than the default center planes, because I don't need these to be parametric or anything, these are custom and specific to this project.
So if I put in reference planes like at a corner point that I need to dimension, then I can dimension to that plane, right?
I noticed that I can dimension to endpoints of drafting lines, but not to endpoints on the legend components themselves.

Yup - that's it. Lock the ref planes to the edges of the geometry.
