Are you trying to rotate certian entities, or the view?

Not sure if this is what you want, but have you tried the UCS (User Coordinate System) command?

I'm trying to rotate the view so that north is not at the top of the screen, but at some given angle.

Check out the Dview command with the twist option.

I'm a long time microstation user forced to convert to autocad by company edict.
