Color Fill Legend not right

Created a color fill plan for departments, however, the legend shows more depts than on the plan. The tags all point to the eleven or so depts, but the legend shows about thirty.
Any ideas?

Your template file has these departments already in it. Delete them and all should be fine.

If you have other department on a different floor they will appear in the legend.
