Someone please tell me if I'm doing something incorrectly here...

I placed a dimension on a 'split' detail view from one section of the view to the other. When I try to move the dimension text due to a graphical conflict, I cannot. The grip shows up in the wrong place with relation to the dimension and it cannot be selected. This seems wierd. Any thoughts?

This is the way it is. in split sections nothing(no annotations) are editable in the split zone. this includes grids, dims etc.

It depends on how much the "split" takes out. Dimension text is always centered between the extension lines, and if that centerpoint falls in the "split" area, then you can't move it, which is quite frustrating when it appears way off-center. If the center of the dimension is not in the "split" area, as is probably the case with your second attachment, then you can edit it.

For this reason I typically try to draw my wall sections at full height first, with all the dimensions, and then if any dimensions are in the area I intend to cut out, I'll move the text first and then split the section. Then after I get it all set up so that it fits on a sheet, I will add in the text notes.
