Could someone be so kind as to enlighten me to how I can set the display of the Basement (down) stair to show with a cut line paralel to the up stair?
The way the model is set up is with a floor opening for the down stair and the entire length of the stair seems to be exposed in the view to the point of the up stair cut line.

The cut line is controlled by your view range. So say, right now your view range cuts your plan at like 4' (that's standard), then you might want to move it up to like 6' and it will change where your stair is cut.

Unless I'm missing something: it's known to happen at times ;-), the cut line is cutting the upward stair not the basement one. As there is a hole in the floor for the basement stair, the entire length of stair is displaying to the point of the upper stair's break line. My need is to cut the basement stair near with a break line near the break line for the upper stair.

Oh, sorry about that. You will need to use a filled region for that, you can't cut stairs in the downward direction like that.

Haven't tried it myself, but try View Depth set to level below and offset by something more then your cutoff value of your current level

Nope--it seems like that would work, but it does not, stairs just only seem to cut in one direction.
