Toposurface Parking Component Pick Host Problem

I am trying to set a parking pad on a toposurfce. The parking pad does not attach to the toposurface (sticks up in the air) even after doing the "pick Host " routine. Does the parking surface have to be perfectly flat or am I missing something. As usual "Help" didn't help or else I wouldn't be posting here. TIA

Check that the elevation of the parking pad is set to 0.0 under properties.

Yes, Elevation is set to 0' 0

The elvation of the toposurface is not 0' 0" though. It varies.
