Sheet Set plotting - Xrefs missing from PDF output

Has anyone had issues with the plotting through the sheet set manager where the xrefs do not show up in the pdf plot?
i am plotting to pdf. if i plot each sheet to pdf, it works fine. but when i use the sheet set manager, i lose the xrefs in each sheet.. the xrefs that are being lost are nested one layer down. is that the problem?
any ideas? opinions? options?

Are your X-refs attatched or overlayed?

My understanding is that an overlayed Xref will only show one level of nesting.

my xrefs are overlayed and the ones nested in them are attached. but they all show up if i plot each sheet individually, so that shouldn't be the problem.
