Block Menus/Tool Palettes

I have a couple folders with our office standard wblocks. I would like to make a drop down menu where I could have all my blocks located and have them insert in our appropriate layer standard. I know this is possible with a lisp or mnu file or something in that nature. I just don't have an idea how to even begin writing one. Tool Palettes would work even better, however they are inserted in the current layer, not necessarily the proper layer.

You can specify the layer, color, linetype, etc within the tool palettes. Right click and select Properties...

Question: Once I set that up on my computer, can I export and then import that onto someone else's PC?

Nevermind, found the answer in Autocad's help menu, under Save and Share Tool Palettes.
